When I have some spare-time tis week, I can put a iso with a booting Puppy Linux on a webpage wich you can download from. The input-vector is coming from Inkscape! But perhaps when you start it with python or so you can start it. Inkcut is not a commandline tool, it is a plugin in Inkscape. Inkcut is also perfect for me because I can cut just selected paths which is perfect when I have multiple colours. If I get my plotter to work properly under Inkscape and Inkcut I will create new templates for my site in Scribus, it is similar and can be done almost in the same way. I need that constantly when I am adding stuff and that is very often. I use Indesign for some templates for my website.
